There are many dictionary reader projects on line, many of them abandoned. The best reader which supports most all of the available formats is GoldenDict. You can download the program for free at their website - Goldendict.org
Many of these languages are distributed under a GPL license. The source documents for some of them are available for you to modify for your own use. Our Source Documents? page has links to available documents.
